The decimal part of feet is not an inches field
This guide uses the international foot and inch. The NIST table lists 1 ft = 0.3048 m and 1 in = 0.0254 m. Dividing these factors gives 1 ft = 12 in. To combine feet and inches, multiply the feet by 12, then add the inches.
5 ft 11 in equals 71 in, or 180.34 cm. In 5.11 ft, the 0.11 ft equals 1.32 in, giving a total of 61.32 in, or 155.7528 cm. The difference is 24.5872 cm. Similar digits do not make these measurements equal.

The unit converter currently accepts one number and one source unit. It has no separate feet-and-inches fields and does not parse a phrase such as 5 ft 11 in. Choose Length, select inches as the source and centimeters as the destination, and enter the total of 71 inches. Decimal feet would be 5 + 11/12, but rounding that intermediate value can introduce an error.
6 ft 2 in is also different from 6.2 ft. It totals 74 inches, or 187.96 cm. Likewise, 0 ft 6 in is 6 in, or 15.24 cm. This general length converter has no separate U.S. survey foot option for historical survey data. Check the unit definition in the source first.
